How budget spending on culture and cinematography will shrink in 2013

For the development of culture, cinematography in the next three years from the federal budget will be allocated less than in previous years. This became known from the document “Main directions of fiscal policy for 2013 and the planning period of 2014 and 2015”, which is published on the website of the Ministry of Finance.

Thus, in 2013, 88.6 billion rubles will be spent for these purposes. And that’s 2.5 percent less than this year. In 2014, they plan to spend 87.5 billion rubles. This amount will increase slightly in 2015. It would be 90.8 billion.

Next year, most of the allotted amount will go to support and modernize cultural institutions, to help cinematography, popular culture, as well as to develop new projects . All this will increase the number of scholarships and grants to reward young gifts of culture and art.

The same document states that by 2015, even in small towns, the number of cultural centers will increase. There will be at least five in each. It is also written that every year the electronic national library will be replenished with books published by Russia. They must be at least 10% of the total.

Special attention is planned to be paid to digital content. Websites of museums and theatres will be created, where films and performances are available to all users. Traditionally, it is planned to allocate money for exhibitions of the leading museums About the domestic museum fund will not forget either. Each year it will be replenished by purchasing new items. This will allocate at least a billion rubles per year.

Federal budget spending on cultural and cinematography will clearly decrease. This is due to the following factors: the subsidy of the Platform project will stop, the maintenance of the manor of K.S. Stanislavsky “Lyubimovka” will stop and in 2013 the project “Cultural heritage — the island of Sviyazhsk and ancient Bolgar”.
